Which of the following statements is TRUE regarding country of origin?

How to get there

Country of origin is a required invoice element, and the exhibit invoice shows it in the C/O column ("IT" for the press). The answer is B.

Why the other choices are wrong

A) Required on the air cargo manifest under § 122.48: § 122.48(c) covers the manifest form (CBP Form 7509) and air waybill references. The advance air cargo data in § 122.48a asks for the airport of origin, meaning where air transport began, not the goods' country of origin.
C) Required on the air waybill under § 141.11: § 141.11 is about evidence of the right to make entry (bill of lading, air waybill, carrier's certificate). It sets no content requirements for country of origin.
D) China, because it left from Beijing: under § 134.1(b), country of origin is the country of manufacture. Stampa Fabbrica built the press in Genoa, Italy. A rejected sale and reshipment from China involved no substantial transformation.
Tip
Port of departure ≠ country of origin ≠ country of export. Exam facts often route goods through a third country to test this.
