You have received a “documents required” notification after the entry summary was filed. In reviewing the invoice, you handwrite additional information on the invoice to provide all required information, including the addition to the description of the bedspreads that the bedspread contains edging. Which ONE of the regulations listed below contains the requirement that prompted you to change the description as shown on the invoice provided?

How to get there

The invoice has several handwritten additions: the description "with edging," an HTSUS / duty rate field, a weight, and the pagination "Inv. 1, p. 1." Each one answers a different regulation. The question asks only about the edging change.

Bedspreads have their own commodity-specific invoice requirement, and edging is named in it. That's C.

Why the other choices are wrong

A) 19 CFR 141.86(a)(3): the general rule that every invoice needs "a detailed description of the merchandise, including the name by which each item is known, the grade or quality …" It's tempting, but it doesn't call for edging. The specific requirement comes from § 141.89.
B) 19 CFR 141.86(h)(3): requires the invoice number and page number at the bottom of each page. That explains the handwritten "Inv. 1, p. 1," not the description.
D) 19 CFR 142.6(a)(4): requires the appropriate eight-digit HTSUS subheading on the invoice. That explains the added "HTSUS" field, not the edging.
Tip
§ 141.89 is a long alphabetical list of commodity-specific invoice requirements. On exam day, look up the commodity alphabetically ("Bed linen and Bedspreads") rather than reading the whole section. These questions are designed to make § 141.86's general rules look like the answer.
