Whose name should be transmitted as the certifier in ABI?

How to get there

Two facts decide this: the form arrived with Section 4 (the certification) incomplete, so nobody at Zurefire signed it, and Okay CB holds a power of attorney endorsed by its license qualifier, Justin Time.

No one signed, and the broker is acting under its POA, so the certifier is the licensed broker who has the POA: Justin Time, D.

Why the other choices are wrong

A) Zurefire EV: the certifier is an individual, not a company.
B) Eloise Smelly: she sent the form and confirmed the data, but she didn't sign Section 4. The certifier is the person who signed, or, if no one did, the POA broker.
C) Candy Dunn: she keys the data into ABI, but she's an entry writer, not the licensed broker holding the POA.
Tip
Certifier rule: signed form → the signer. No signed form, broker acting under POA → the licensed broker with the POA. The person who types it in doesn't matter.
