You are a licensed customs broker and have submitted Entry Summary data through the Automated Broker Interface (ABI). After performing preliminary data validations, the system sends you an "AX" type message with a REJECT status. Which of the following could NOT have resulted in this rejection?
How to get there
ACE runs preliminary quota validations on every entry summary. The Business Rules list exactly which events trigger a REJECT:
ACE Business Rules and Process Document, 7.16: ValidationThe Entry or Entry Summary is rejected and an ABI "SX" type message (for Entry) or ABI "AX" type message (for Entry Summary) is transmitted to the filer with a REJECT status if any of the following events occur:
• The entry type is not for quota and there is at least one line listing quota goods
• The quota is full, expired, or closed
• The quota is banned or not yet opened
• The merchandise licenses, visas, or certificates are incorrect.
• The entry type is not for quota and there is at least one line listing quota goods
• The quota is full, expired, or closed
• The quota is banned or not yet opened
• The merchandise licenses, visas, or certificates are incorrect.
Option C turns the first trigger around: the entry type is for quota and quota is available. That's the normal, passing case, so it can't cause a reject. The answer is C.
Why the other choices are wrong
A) Incorrect licenses, visas or certificates: listed as a reject trigger.
B) Quota full, expired or closed: listed as a reject trigger.
D) Quota not yet opened: listed as a reject trigger (alongside "banned").
Tip
Message types: SX is for entries, AX for entry summaries. Quota at or above the threshold produces a WARNING, not a reject. A passing entry summary gets AX or UC with "quota waiting to be processed."
